New Law Creates Direct Reporting Structure Between CIO and Secretary of Technology.

Governor Bob McDonnell has signed legislation into law that restructures the agency’s organization and creates a direct reporting structure between the Chief Information Officer (CIO) / Virginia Information Technologies Agency (VITA) and the Secretary of Technology, Jim Duffey.

Under the new law, which becomes effective immediately due to an emergency clause, VITA and the CIO will no longer fall under the oversight of the Information Technology Investment Board (ITIB).  Both the agency and its director will now report to the Governor through the Office of the Secretary of Technology, a reorganization broadly supported by Virginia’s technology community.

The Administration worked closely with the patrons to correct deficiencies in the original VITA law with the goal of dramatically improved agency performance.

Commenting on the restructuring, Governor McDonnell said, “This new governance and reporting structure will enhance VITA’s effectiveness and facilitate better information technology integration in the Commonwealth.  It creates a more open process by which to share information between the agency and Secretary Duffey and therefore enhances accountability.  I thank Senators Howell, Stosch, Locke, Wampler and McDougle along with Delegates Byron and Athey for their leadership and efforts to improve communications between VITA and the legislative and executive branches of state government.  I look forward to working with the entire VITA team and Secretary Duffey to make this transition as smooth as possible.  Promptly creating a more effective and responsive VITA is a top priority for this Administration.”

Senator Howell remarked, “The restructuring of VITA is key to ensuring accountability in a critical agency that supports all of state government.  This was a bipartisan effort that recognized reform was necessary to maintain our commitment that Virginia will be managed in the most effective and efficient manner possible.”

“Virginia’s state employees need the best technology infrastructure and services available so that they can better serve the people of this Commonwealth. Governor McDonnell and legislators from both parties have crafted a solution that ensures strong oversight and implementation of Virginia’s IT program and priorities,” concluded Delegate Kathy Byron.
