Tight budgets and constant changes in legal conditions confront public administration with a constant stream of new challanges. Innovative IT solutions and services can help to master these tasks. The Public Sector Innovation Center shows examples successfully used in practice for today’s public administration. The showcases at the center are continuously updated and illustrate the solutions’ benefits as well as their technical and process-related background. They demonstrate how even products from different providers can be put together to create customer-oriented solutions and produce seamless interaction between applications and systems based on secure IT architectures. The Innovation Center brings service-oriented architecture (SOA) within reach as the basis for a host of new solutions.

All of the solutions are embedded in the Siemens eGovernment framework the excellent basis for efficient development and integration of seamless e-government solutions, in which we also incorporate the existing IT architectures and systems of the public administration bodies.

The showcases at the Public Sector Innovation Center highlight innovative IT solutions and services from all areas of public administration and are aimed primarily at representatives at the political level, of governmental departments and authorities, including IT managers and specialists, as well as financial decision makers.

From application to notification

End-to-end, seamless data processing is a prerequisite for saving costs and improving efficiency. This begins with filing the application and ends with notification of the ruling. A form management system is the key element of a host of e-government applications. Between the application and notification the data is linked with legacy applications.
Export payment of unemployment benefits abroad (E303)

New EU rules call for solutions that span national borders. Likewise the payment of unemployment benefits within the EU, the so-called Process E303. The proposed solution from Siemens is an e-government application that encompasses the exchange of information between various institutions and authorities within the EU and interfaces for job seekers. Electronic, legally binding transactions are based on established standards such as XML and OSCI and secure e-mail.
Signature card management

Less paper means lower costs. The digital signature is therefore a key element of e-government solutions. We design, implement and operate the necessary infrastructure for you, including a trust center – taking account the legal conditions such as signature laws and industry standards.
Process chains (Business to Government “B2G”) using emissions reporting as an example

Mapping complex process chains, particularly between industry and administration, saves costs on both sides and speeds up the entire procedure. In this example, several e-government components are joined together to create seamless transaction processing based on form management.
Modern administrative workstation

In IT technical administration, modular workstations based on standards save time and money; standardized user interfaces combine a number of technical interfaces. Your staff has access to all relevant data, media disruption can be avoided and process flows are more efficient. The modern administrative workstation is based on service-oriented architecture (SOA).
Workflow processing and archiving

Due to the underlying laws, administrative processes are complex and require joint sign-off by several offices. Efficient and seamless workflow processing through to automated archiving will save you costs. The solution is based on a DOMEA workflow system via BizTalk coupling, a form management system and virtual mailroom.
eID; processing biometric data

TeCollection and verification of biometric data on ID documents is becoming increasingly important – for personal identification in electronic data exchange and security controls at airports and borders. But eIDs can also safeguard access to data and information. Solutions that are quickly implemented and easy to manage ensure profitable operation.xt
