Secretary Robert Genuario announced that the state Office of Policy and Management (“OPM”) learned on Friday from the Hartford Police Department (“HPD”) of an investigation concerning the theft of personal information of individuals who made applications to OPM pursuant to the furnace rebate programs.
The information that was the subject of the theft includes names, addresses, phone numbers, Social Security numbers and dates of births.
The individuals affected may be as few as 1 or as many as 11,000. OPM is cooperating with the HPD and the Connecticut State Police with regard to the investigation.
Governor Rell immediately ordered OPM to contract with an identity theft protection agency to provide protection services for all potentially affected individuals. OPM will be contacting each individual potentially affected as soon as possible.
The HPD is aggressively pursuing this investigation. The potential suspect is not an OPM employee but was a temporary worker assigned to work on these programs through a master contract with a temporary employment agency. Prior to employing the suspect, the employment agency in question did conduct a criminal background check of the potential suspect and nothing noteworthy was detected.
Governor Rell also ordered an investigation surrounding the operations of these programs to be conducted by the state Department of Consumer Protection.
Furnace Replacement Rebate Program was established by the legislature in Public Act 07-242. The $5 million program ran from August 2008 to March 10, 2010 and provided rebates of up to $500 to qualified individuals who replaced their furnace or boiler with higher efficiency models.
The Furnace Upgrade Rebate Program was established by the legislature in Public Act 08-02. The $500,000 program ran from August 1, 2008 through June 30, 2009 and provided rebates of up to $500 to qualified individuals who serviced their furnace.
