The entire public sector can now derive substantial cost savings, after the NHS Purchasing and Supply Agency (PASA) launched its new web based pan government car leasing portal. The innovative website supports the 2007 Pan Government Lease Car framework, offering a range of services from nine approved suppliers.

It is believed to be the first public sector website of its kind in the UK, providing live pricing information straight from the supplier to the user with a click of a button. Potential savings over three years are estimated at nearly £10 million across the public sector.

NHS PASA have operated their own successful car leasing website for several years and working together with other organizations including the OGC and car suppliers, they have opened up their innovative concept for the benefit of the whole of the UK public sector. The NHS has a fleet of approximately 31,000 vehicles, whilst the total public sector fleet is estimated to be about 100,000 vehicles.

The framework agreement in conjunction with the new website, could realize a potential saving of £9,568,000 over three years. Features available on the website such as profit sharing, removal of service and maintenance costs from annual lease cost and a variety of payment profiles all add possibilities for additional savings. The range of vehicles, vehicle options and lease terms and conditions available to the public sector is vast – but all are catered for in the new site so that in seconds purchasers can receive a quotation from all participating suppliers.

Customers receive real time quotations based on their specific deal options. Importantly, the portal provides the public sector with greater knowledge and control of CO2 emission levels for government fleets. Sustainability can also be addressed in the call-off selection process, which allows customers’ to incorporate their own policies, including environmental factors such as capped CO2 emissions. The portal is also helping to reduce waste by significantly decreasing the amount of paper quotes that were previously generated and distributed.

The portal frees up valuable time and resources and saves money by reducing paper work and the administrative burden for both customers and suppliers, who can upload their information directly into the portal. The site which was launched less than 2 months ago, already has over 120 diverse public sector organizations signed up as users and is producing, on average, 100 quotes a day.”

The quotation system pulls live pricing information from each participating supplier’s website, based on search criteria, and displays them in an easy to read table, making comparison of prices easy and quick. It also generates online quotes that are valid for thirty days. Compare this to the traditional method of contacting each supplier for a quote and you can see that this website greatly reduces the time taken to gather, compare and select a quote from days, to seconds. This freed up resource can in turn be redeployed to the benefit of other areas such as front line services.

The portal has also been well received by the fleet industry (www.fleetnews.co.uk – ‘Website a Revolution’). The car suppliers now save considerable time that was previously spent responding to individual quotation requests, from many different public sector clients. They have direct access to the site and can update information such as special discounted rates that will be visible to public sector buyers in a matter of seconds. Evidence of the success of the portal is demonstrated in the fast take up of the service in a short time, with 120 public sector organizations already signed up with more expected to follow.”

The portal was developed by PDMS a software company who have a long standing relationship with NHS PASA. The portal was developed using their FoundationsTM framework & components, based on Microsoft. NET technology.

The project was delivered in a very tight timescale and to budget. PDMS provide ongoing support and are also working on system enhancements. PDMS are a Microsoft Gold Partner & an accredited supplier for Application Development services on the Catalist framework.”
