MND released the first Town Council Management Report (TCMR) today.
The 16 Town Councils were assessed on areas including estate cleanliness and maintenance, lift performance and management of arrears in service & conservancy charges.
The results reflect the collective effort of both Town Councils and their residents in the upkeep of their estates.
First Town Council Management Report (TCMR)
The first Town Council Management Report (TCMR) for Oct 2009 to Mar 2010 is released for the public’s information.
Introduction of TCMR to Promote Joint Upkeep of Estates
Following extensive consultation with Town Councils, residents, experts and the general public, the Ministry of National Development (MND) introduced the TCMR Framework in Sep 2009 to:
* Provide residents with objective information about the key areas of estate management, and
* Facilitate informed discussion between Town Councils and their residents about how they can jointly improve the upkeep of their estates over time.
The TCMR framework covers six indicators under four key areas – estate cleanliness, estate maintenance, lift performance and management of arrears in service & conservancy charges (S&CC).

First TCMR (Oct 2009 – Mar 2010) as a Basis for Joint Discussion
The performance of all 16 Towns for the six-month period from Oct 2009 to Mar 2010 is summarised in Table 1, with details at Annex A. The results are based on five banding levels as shown in Annex B.

The 16 Town Councils manage about 900,000 HDB flats in Singapore. As each town differs in terms of its resident profile and property profile (e.g. geographical spread, age, design and number of blocks managed), the TCMR results should not be simplistically compared across towns. The more appropriate use of the results is for monitoring of the performance of Towns over time.
Importantly, the TCMR results reflect the collective effort of both Town Councils and their residents. Residents play an important role in the upkeep of their estates, through simple acts such as refraining from littering, vandalism or tampering with common property.
Moving forward, residents are encouraged to enter into discussions with their Town Councils on their desired level of upkeep and how to jointly achieve their objective while taking the cost of service delivery into consideration.
Launch of New Website on the Role of Town Councils and Residents
In conjunction with the announcement of the first TCMR, MND has launched a website to provide more information on the role of Town Councils and how residents can play a part in shaping their estates. The public can visit the website at http://www.towncouncils.sg. The results of the first TCMR can also be found on the website.
